Treaties' reform or EU on four levels: Germany, France
"An inner circle" made up of the Eurozone and Schengen countries

(ANSA) - BELGRADE, SEP 19 - Use the so-called "passerelle
clause" to increase the likelihood of a qualified majority in
the EU Council and, in light of enlargement, implement a reform
of the Treaties; if this is not possible, "define the future of
European integration in terms of four distinct concentric
levels." This is proposed in a document on Europe's future
prepared by France and Germany. The four levels, according to
Paris and Berlin, would include "an inner circle" of Eurozone
and Schengen countries, EU countries, EU plus associated members
(such as the United Kingdom or Switzerland), and the European
Political Community. (ANSA).
