Bulgaria: Council Ministers budget for snap elections

(ANSA) - TRIESTE, 04 AGO - The interim government has adopted a decision regarding the preparation and organization of early parliamentary elections on Oct. 2, the government press service reported Thursday. The budget for the elections amounts to BGN 70.5 million, as reported by Bulgarian press agency BTA.

The budget will cover costs for the preparation and printing of voter registers, the purchase and production of election stationery, the printing of ballot papers, logistical support for regional and municipal administrations and the administration of the Council of Ministers, the remuneration of members of district and constituency election commissions, the computerized counting of votes, and the organization of an awareness campaign on voters' rights and duties and how to cast their votes.

The government is ready to provide additional funding if the Central Election Commission (CEC) decides to introduce video monitoring at polling stations, or if a contract is signed for the supply and technical support of voting machines. The government's decision is in line with the provisions of the Election Code. The funds needed to cover the approved costs will be provided by cost restructuring or transfers in the central budget of 2022. Deputy Prime Minister for Public Order and Security and Minister of the Interior, Ivan Demerdzhiev, has been assigned to coordinate all activities related to the preparation of the elections. He will also be responsible for liaison with the CEC.

Finance Minister Rositsa Velkova-Zheleva is to present to the Council of Ministers a draft tax for political parties, coalitions, and initiative committees that broadcast campaign advertising on Bulgarian national television and Bulgarian national radio. Regional Development and Public Works Minister Ivan Shishkov will coordinate the drafting and publication of election registers. Foreign Minister Nikolay Milkov will be responsible for organizing voting abroad.

Justice Minister Krum Zarkov will be responsible for voting in prisons and other detention facilities. If necessary, Health Minister Assen Medzhidiev, in cooperation with the Chief Health Inspector, will make arrangements for temporary anti-epidemic measures during the election process. The decision of the Council of Ministers stipulates that the Prime Minister will be updated on election preparations until the election results are announced. Those responsible for this task are the Minister of the Interior, the Minister of Foreign Affairs, the Minister of Regional Development and Public Works, the Minister of Health, and the Minister of Justice.
